All Important Committees over the time on The Panchayati Raj System in India.
Let's understand the role of different committees over the time in structuring the Panchayati Raj System in India.
1) Balwant Rai Mehta Committee:- The central Government appointed a committee in Jan 1957 to examine the working of the community development programme. The chairman was Balwant Rai Mehta. It recommended :- The scheme democratic decentralisation which latter known as Panchayati Raj. It recommended three tier Panchayati Raj System - gram panchayat at village level, Panchyat Samiti at Block level and Zila Parishad at district level.
2) Ashok Mehta Committee:- In 1977, It recommended two tier Panchayati Raj System - Zila Parishad and Mandal Panchayat. Constitutional recognition, Reservation for SC, ST, compulsory power of taxation, Nyaya Panchayat, A panchayati Raj minister in state council of ministers.
3) G.V.K. Rao Committee: - Established in 1985 on rural development and poverty alleviation. It call the Panchayati Raj System as 'grass without roots'. It recommended:- post of district development commissioner, regular elections.
4) L.M. Singhvi Committee:- In 1986, it recommended Judicial Tribunal, Nyaya Panchayat, and importance of gram sabha.
5) Thungon Committee :- In 1988, under the chairmanship of P.K. Thungon to examine the political and administrative structure in the district for district planning. It recommended:- 5 years tenure, women reservation, state finance commission in each state.
6) Gadgil Committee :- In 1988 under the Chairmanship of V.N. Gadgil. It recommended :- constitutional status for Panchayati Raj System, direct election at three levels, state finance commission and state election commission, reservation for SC, ST and women.
These recommendations of the Gadgil committee became the basis for drafting an 64th constitutional amendment bill by the then Rajiv Gandhi Government in 1989 which was passed by Lok Sabha but didn't approved by Rajya Sabha.
Latter, the Congress government under the prime ministership of P.V. Narasimha Rao introduced the bill for constitutionalisation of panchayati Raj System in September 1991 which emerged as the 73rd Constitutional Amendment Act, 1992 and came into force on 24 April, 1993.
